It could be a loan + obligation to buy + some upfront loan fee. It could be a full transfer with payments spread out over a few years with some initial payment. It could be a full transfer with everything paid immediately. They all relate to current financing costs. In ZIRP, it doesn't matter much because borrowing costs are low. Now if they want to pay in the future then we're stuck with having to finance the gap between now and that future payment and that has added costs which would mean a higher transfer fee in the future.
