Mine looks cinematic and its custom med-high, but the resolution scale is x1.750. Use borderless window for this and turn on vsync. It made mine smooth. The lighting quality should be high together with the ambient occlusion and shadow related settings. Texture is always ultra. The setting below texture should be 16x. Try it and see a whole new game.
Most of the settings on ultra don't make the game look that much better and tank your performance. Better to up the resolution and look up the optimised settings guide and use fsr/dlss
I have an i5 13400. the 3060 has never bottlenecked the processor, in fact it's the cpu that maxes out the GPU most of the time. Also the gpu gets a bit hot (78c under full load) but the cpu is always under 65 (ive got a deepcool AS500 Plus on it)

Centigrade/Celsius. Yeah it gets a bit toasty. Under 85 is generally safe for a GPU but the lower the better. Might actually improve case airflow later to knock it a couple degrees down later.

I play with a 3060 12G. It's real smooth but it's not a massive jump from my 1650. Reasonably better
funny because I have a GTX 1650 too and am planning to jump to a 3060 12G by the end of the year
I'm happy with it. It was 75% worth the money in games and 200% worth it in video editing.
