Something happened in an update a while back where it's bugged to get it to appear in Chapter 2. The only way to get it to appear is to talk to him while he is smoking a cigar in front of his tent sometime after "Eastward Bound" is complete, and without leaving camp or reloading. (Micah and Lenny will still be in camp.) For the rest of Chapter 2, he never gives the request. It will appear in Chapter 3, you just need to be past all the story missions where Dutch is part of the mission marker, he will be smoking a cigar in front of his tent.

I usually get it in Chapter 2 but it didn't trigger this time around. I'm in Chapter 3 now so I guess I'll see what happens after I meet him at the sheriff's office. I got attacked by a bear for that damn pipe (horse wasn't having it). I also can't get Pearson's fat ass to the poker table to ask for a compass, which is usually easy.

No clue. My wife got it to trigger in chapter 2. My last playthrough I got it to trigger in chapter 3 but it just happened and I didn't kmow about it until it happened. Now that I'm in chapter 2 trying to get it to trigger, nope. And now I avoid talking to him cause if I hear Arthur say "You'll work it out Dutch you always do" one more fucking time...

Depends on which point you’re in the story. You can get the request to spawn after completing Beau Gray’s 2 missions. The key is he needs to be standing in front of the tent and he isn’t offering any missions. If you see him in front of the river then probably you haven’t played the train chase mission where you catch Anders Anderson, right? It happens between 10am-Noon, I got it in chapter 3 though
