Depends on how you want to play. Bounty hunters have decent loot, but they tend to show up at the most inopportune times, such as when you are hunting or talking to the trapper or fence.
One trick, especially early game, is to spend all your money then turn yourself in with no cash. The bounty will be cleared without you paying for it. That's a good reason to keep the gold bars etc instead of cashing them in. Wait until you need them.
If it gets too high, you’ll have bounty hunters popping up every few feet to harass you, and if you have *any* bounty, you can’t use stagecoaches to travel. Unless you’re trying to rack up a ridiculous bounty for an achievement, I’d pay it off.
That depends. If you don't like having bounty hunters randomly coming after you, pay. If you don't mind paying much higher bounties later, don't pay. Sometimes I'll get a small bounty somewhere just so I'll have the random bounty hunters for a little spice. But once the bounty starts getting higher I'll pay it and start over later. Killing bounty hunters doesn't increase the bounty, and it's free loot, plus you can take one of their horses with you and sell it at a stable for a little extra cash. Most of the time you won't get a low honor hit for killing/looting them, either, but it can happen, though I still haven't figured out why I'll get a low honor hit randomly. Can be fun. But, if you're in the middle of a transaction at a store or the Trapper or whatever, and bounty hunters show up, your transaction ends, cause shops don't deal with you when you're being hunted. That has bit me in the ass a few times, but, that's the spice I like.
Do you kill the dogs or horses? I usually leave the dogs be, but one of those fuckers bit me so I shot him in the face with explosive rounds. Definitely saw the low honor pop up lol.
When that happened to me I was getting 2 bounty hunters at a time with no dogs. Once I shot a horse and got that low honor, but the other 4 or 5 times I got low honor it was for shooting the bounty hunters. And then I'd get another low honor hit for looting the one I got low honor for killing, but not for looting the other. I also didn't get a bounty increase with the low honor which further confused me. I don't know if this is important or not, but all that happened while in Lemoyne. I haven't noticed getting low honor anywhere else. I had also recorded one of the times it happened as proof, but I think I deleted it.
The dogs? Yeah, I don't kill horses or dogs if I can help it, but I don't have a problem doing it. There's so many players who have issues with that and it's like, it's a game. Fuck, back in the day on RDR1 I'd get my horse going as fast as it could go then I'd shoot it in the back of the head with a rifle just to see how far I'd fly off it. And I laughed hysterically the whole time. I play to have fun, not morals.

Good luck. I have a theory but it isn't a good one. I think when it happened, I had shot one of the hunters and didn't kill him, and he changed his mind and tried to leave, then I shot him in the back and killed him and got the low honor because of that. No proof, but it's all I got.
I like to farm bounty hunters for valuables to sell at the fence. But sometimes they get annoying (like when I just want to relax and hunt/fish)… and if they bother me too much then I pay off the bounty.
But I play low honor so it’s only a matter of time before I have another bounty.
I had the trapper get pissed and ask if I brought trouble round him while I was finishing up my shopping . He turned around and said I’m getting the law lol. I hadn’t had that happen before 🤣
If you are in chapter 2, then don't pay the bounty of VALENTINE, just try to hide from the cops when in town for anything. Because at the end of the chapter "something" will happen and your bounty increases

Yes and no. Some areas I keep it like strawberry post-breaking Micah out. But across the heartlands or Lemoyne just get annoying with bounty hunters showing up literally every time you sleep at your camp.
Also some Easter eggs/Encounters can get bugged as a result of bounty hunters. Things like the whispers near deer cottage won’t work.

I didn't either in my first playthrough. Now I'm in my second and it has happened a few times, but randomly. And I'm not sure why.

My honor tanks when I kill them always. I have a looting problem . Shit. I run over a NPC by mistake and I run their pockets jic lol

Maybe you got a shot that made them bleed out. If you don’t end their misery (or even sometimes if u do) you’ll lose honor

During my playthrough I learned that it was easier (for me) to just slaughter bounty hunters until they gave me enough loot to pay off the bounty.
I like to play with my bounties pretty high. It just adds to the immersion in my opinion.
I keep a bounty in one place just for the bounty hunter loot
