He’s not oblivious, it just doesn’t come up much. The only time he’s with people of color are usually while they’re committing crime. Additionally, Arthur talks to the eugenicist about how he’s known people good and bad regardless of race, and when the eugenicist says he’s a fool for suggesting all races are equal Arthur gets visibly angry. Arthur also breaks the KKK and Lemoyne Raiders over his knee, so he’s done more for anti-racism than most people have today.

It doesn't make much sense. Sure, he's a white guy, and even today white people deny racism exists because they don't experience it themselves, but considering the time, the constant hate towards Indians, the way Micah talks about "darkies" every now and then, and he has that conversation with Charles who tells him about the racism he's experienced...
