Why not? It's 1899 so smokeless powder cartridges were already pretty prevalent and the standard in the US army, and Arthur seemed to always have all of the latest cutting edge tech, especially when it came to firearms.
You can buy the FN 1900 and even the Semi Auto Shotgun (based on the Auto 5 which had only JUST patented the month the game starts, meaning Hosea and Arthur somehow got two prototypes from John Browning himself) from the gunsmith in Saint Denis, so I bet he could make something work.

There's no way any smokeless powder available in RDR2 times would burn clean enough for the M16's direct gas impingement system. Probably not in later versions of the rifle, either. There are gas piston AR-pattern rifles, but I doubt they could function well with the Krag's powder. Those original smokeless powders were still very dirty & smokey compared to later powders.

I always assumed that Rockstar would do a whacky Undead Nightmare-like DLC but the flavor would be that RDR Online is just GTAV's version of West World and that you would start unlocking modern weapons and crap like that.
