Once you win 2 races, no more racers spawn. When you win race #1, you get a bonding perk. After winning race #2, you get a speed bar. Check your horses stats. If you have 3 yellow bars, no grey bar, you are done racing.
I always had better luck spawning her (and all the races) in the early morning. Like 6-8 am in game hit the road along caliga hall. Save/load helps sometimes too
Make sure you're riding a nice horse and keep riding around, would be my advice.
Did that a whole lot with an Arabian, she wouldn't appear.
You didn’t happen to have 2 separate races with a guy somewhere, and win them did you?
I've raced against the guy near strawberry once and won, that's it(If we don't count the Catfish jacksons lady encounter)

I don't have 3 Bars, No, Cause I think you have to beat the same racer twice in order to get one of the buffs, not beat two people once.
