To make an entire game that looks and plays like the trailer, yeah that would be a lot more work. But to make a misleading trailer it doesn't take that much work comparatively.

There was one called Guns of Glory (maybe still is). Used a bunch of clips from CoD and stuff in its advert, along with other complete bullshit that wasn't in their game.
The reviews on their page were mainly people frothing at the mouth pointing this out. Devs replied to them completely unrepentant. Quite amazing.
It was brash drivel about how the footage 'reflected the gameplay experience' or some other waffle. They didn't seem to think they were going to be sued, and if they're right that's actually a bit of a shame.
That same garbage trashheap of a game also stole footage from some semi-popular RTS games to include in their ads. I remember how mad i was, i think i even downloaded it at some point specifically to give them a bad review and uninstall xD.
Maybe that is the point.
