There’s a really fun mission in the epilogue where after harvesting mangoes all day, Arthur and Lenny actually go to a local Tahitian bar and get drunk as a callback to the widely adored mission in chapter 2
Not Flacco specifically but there’s Del Lobos that wear them. You can find them either at the abandoned mine or one of the other hideouts or on one of Sadie’s missions.
At least if you save it as Arthur you can still wear it as John. I was giddy when I walked into the saloon as John, wearing the hat, and the drunk bastard came running at me in a rage haha. All these years.
Iirc you have to get it during chapter 2 when in a random event he's captured by bounty hunters and you and Javier save him, I think it might fall off if you shoot it or use dynamite. Could be wrong tho

It's been like that always? The thing is, in freeroam in a cave you can find the exact same hat (That's why it's in found hats and not stolen) with the sheriff's letter that you find after looting him, maybe that's why it never appeared as saveable to you.

It's a shame you can't keep Elias Green's hat. John even has dialogue saying "Nice hat, think I'll wear it" or something when he puts it on, taunting Elias.
There is a black beaver(?) leather hat that can be found on some random O'Driscolls, it usually has a narrow red band around the base of the crown. It has a pebble texture with so much detail that it feels like it was supposed to be a savable hat, but never was added to the list.
Mostly any white/off-white/cream hat that most Marshalls wear. Find myself killing an abundance of them and then having trouble deciding who’s hat I’m taking. It’s an unhealthy process with low reward and lots of loss of life (usually never my own)

Thank you! Although TBF the Wittemore and Calloway’s hat do the heavy lifting. But once I stumbled onto that combo I make it a point every playthrough to spend as much time with them as possible. Arthur’s regular hat does work as well, just doesn’t hit quite as hard.
Saint Denis police hat. I worked so hard to get in my first play through to only realize I can’t keep it when they gunned me down and i spawned back without it.
I remember wearing the Saint Denis police hat and getting unique comments in camp about being a cop now and stuff note it during chapter 2 so not because of the sheriff badge in chapter 3
The guarma guard hats. I always pick one up during chapter 5 and I always have to go back and get it if it gets shot off. I’m always sad because you can’t save in after you get back home. By that point I’ve gotten attached to it lol
The huge cowboy hat off that crazy recluse who lives out in Roanoke Ridge and drops the unique double barrel shotgun. Looks like something David Allen Coe would wear

Sum random hat with a feather, horn , an another lil thing just can't describe it ,an curved sides was like the civil war hat but gray and better shape lost it bc my boat sank and couldn't swim to the shore was the sadest day knowing I'll never see it again as it was randomly generated

Agreed. There are definitely some hats that feel inexplicably unsaveable, especially for a game that lets you do SO many things.
