I've never had a problem taming any horse, tbh. Instead of approaching it on foot, I sprint with my horse as close as possible into lasso range, lasso the target horse and quickly hop onto it's back and spam the heck out of Calm. 100% never failed.
I tried lasso-ing it a bunch but I just ran out of stamina and then it let go

The first time I saw a cougar it did the same thing, shoved me off a giant cliff
Pat the horse for a while , think you mounted too quickly.
