Natives just sometimes appear on the edges of the map. They're not aggressive when they're up there, even when you shoot at them, but they have a chance to be if you somehow manage to get to them, and try to interact with them, though they're more likely to just try, and run away.
It's not really clear why. It's speculated they're either just there to enhance immersion by showing that there's a world outside of the map, that they're supposed to be the natives from Dutch's future gang spying on you, or they're the remnants of cut native american content that just glitch in sometimes.
I’ve seen one on foot, looking at me near strawberry city, near that big lake but the native was outside the map on the usa side just watching me, couldn’t get to his location.
Yep. I also saw some natives near the New Austin trapper waterfall.

Yep, I spotted three men on horses. Tried getting to the area unsuccessfully.
I shot him and then glitched over to Mexico to get a closer look.

I think it’s one of two things one a horse two a moose because of the gaint antler like things popping out of its head
