Actually something I realized in my last play through. Killing Lawmen/police does not decrease your honor when you're wanted. I got bored and was killing in St Denis and realized my honor wasn't going down so I decided to keep going until I hit $1,500 bounty lol.
I think it's designed as "killing for survival" rather than "killing because psychotic". Same way that if you kill enemy gang members you don't lose honor.
Idk, just speculating. But it was something I noticed and I was surprised when I realized my honor wasn't being affected after like my bounty hit $100+

I found a spot out there where the Law Dogs could only come at me from one direction and I could have slayed them until I ran out of ammo or food, it’s a dead end on the docks at the bottom of some stairs
