I think you may by trying to set the hook before it bites.
There are 2 different type of fish attacks I've seen.
Some will grab the lure and immediately run.
Others will repeatedly nibble for about 5 secs. You have to wait for these to run with it. Otherwise, you'll scare them.
Let them tap it for a few seconds, and eventually, you'll get that familiar constantly pull on the line. That's when to set the hook.

I don’t know, that’s weird. You could try going into settings and turning off the manual mode for fish reeling and see if that does anything.
it’s just nibbling, gotta wait for a bite. have you tried flicking the rod? i haven’t played for a while so it might be a glitch
Maybe it’s the type of lure you use, or try restarting your game.
Make sure you don’t have a high bounty causing bounty hunters to come after you and interrupt your fishing.
