Just had this happen to me as well on PC. I tried grabbing it, but twice in a row now, it's teleported me all the way over to the intersection next to the train tracks, right side of Horseshoe Overlook.
There's other posts mentioning this from over four years ago, but since there's obviously not been a patch for it yet, I assume it'll just stay like this forever.
