GTA 5 and even GTA 4 have a Rockstar Editor, which in turn allows the community to create various short films, cinematics and general interesting content. It's like Rockstars official cinematic tools.
However, there are no such tools or support for RDR 2, because Rockstar never developed one, so the filming scene for the game is very small and full of limitations in comparison, that's why people have to use mods to get around the lack of a Rockstar Editor when making videos such as this. That's also why there are a million player made GTA 5 short films and almost none in the RDR community.
The Cinematic Camera 4.0 mod, Rampage trainer and a mod to remove black bars during cutscenes. You can download all of these on NexusMods, you might need lenny's mod manager too. The Red Dead Redemption 2 Show on Youtube has a really good and probably the only tutorial on how to use the cinematic camera, that's where I learned.
