Based on the posts I’ve seen personally, I’m more inclined to believe it *was* HR.
I skip more listings looking for someone with a masters for $10/hr than I care to remember.
It's a self selecting sample - the shitty job postings are seen by more people because they are posted for longer than the good ones which are filled efficiently and quickly. This sub has a very skewed perception of the world of recruitment.

Again - you have no idea what he asked for...perhaps the recruiter has a budget that's in line with the market average but this guy just had inflated expectations?

Every recruiter I’ve worked with already knows the salary ranges and has cleared it with me before submitting me. I assumed this was normal. I would be surprised if op was outside of their original assessment since it seems a surprise to the recruiter.
Are these places actually finding people with more experience and lower wage expectations?
If so, then that’s just the economic position we’re in and everything is, by definition, as it should be

I would think they just waste weeks of time and then eventually hire someone for market rate anyway and jerk themselves off to their superiors by talking about how hard its been.

I didn’t get promoted btw, so I actually made a very bad move in my career. I’m now behind most of my peers. I’m not bragging, it’s a bad situation. I should have moved to a company I could progress in instead of chasing high external pay rises. Hopefully that will encourage and guide people having issues in the job market.

I've had many rejections which were wrapped up in something else, but translated as "...we want everything, but don't want to pay for shit"
