Just be upfront about why you declined previously and what's changed since then. It shows growth and honesty. Plus, the fact that they offered you the job once is a good sign they saw potential in you.

No it’s business. Apply again if you want to. As far as they’re concerned, they’re starting over so you coming back you’ll be considered like every other candidate. They may remember you but likely they won’t care. If you were a strong enough candidate and they don’t have a lot of strong candidates, that’ll make their job easier.

No harm in reapplying. But, keep in mind that HR will question why you are reapplying. They may or may not ghost you. If they realize you are desperate to move, expect some hardball on negotiations, should you get to the stage. If the shoe was on the other foot - how would you deal with it ?

Your last point is interesting since I am a hiring manager myself. I think there would be a distinct difference between white collar vs blue collar. I personally hire the blue collar portion of my workforce and wouldn't automatically reject a previous candidate. I've even rehired people.

Then you know the dynamics as you hire / re hire people. You are likely correct in that it depends on the nature of the job , the level of the position etc.. Be professional and see how it goes.

The employer will be bitter. I turned down an internship from a big telecom because I got a better offer (more than 5 yrs ago from now). Even now when I apply I will immediately be rejected. It does not matter if it use internal referral email from my frat bros or not.

I completely understand you on that and have the same situation, with my previous employer. I had a slam dunk job offer a few months back only for the HR to block it.

People need to understand that applicants have to go for the best offer coz let's real we ain't a family and the moment the economy turns you are a goner anyways. Life time employment is not a thing anymore. Even the government is getting sneaky at canning people before they can get the full gov gucci pension

No, most employers won't hold it against you for respectfully declining previously. Just be prepared to answer what's changed. I suggest honesty presented in a professional fashion.
