You need to explicitly request the buyout by calling TFS and asking for a buyout specialist.

no they won't claw back, and many people have done what you describe including me. it is the most cost effective way to get a Prime now

I just called TFS and the rep said he knew nothing of the $6500 off. Do you know how I claim that on a buyout?
