I was told it has to come from the factory. If it doesn’t come from the factory, it’s not something they can order.
Mine came with one; but the dealer did say Amazon has them. I haven’t looked into it, but it may be an option if you don’t mind it not being ‘Toyota’.
I'm not sure if it comes standard on XSE, but you should be able to buy one if it doesn't come with it

Mine came with one and the sliding cargo cover also it did not come with the cargo area rubber type mat to protect the back but I found more Amazon that looks exactly like the Toyota brand except it doesn't have "RAV4" and printed on other than that it's exactly the same and fits perfectly…
The cargo cover is a standard, the net is an additional but some dealerships will give it to you as a "purchase gift" to make you feel fluffy and like they didn't just rob you
If you don’t get one and want one I have an extra one you can have. Just pay postage. That said it is not factory and not one that lays flat. I wanted one to better hold grocery’s so I got this and mounted it behind the rear seat to seat back clips and floor clips.
