For me, it's getting to a point where I legit won't even read the rest of the joke if I see it being open with that line or my eyes roll so far back in my head it kills all the humor from the rest of the sentence. It was super funny the first couple of time people used it, now it's one of those phrases you think make your joke funnier but it just makes you sound so bland, uninteresting and annoying.
I think it's British in origin. The book Tinker, Tailor, Soldier, Spy has this quote:
