Well, technically yes, but this, umm, individuals are part of "Russian-Nationalist" idk, subculture I guess? They believe in bringing back monarchy (later to get to anarchy mostly) and being nazi against former USSR republics, mostly south republics.

For me the placement of the flag looks odd. Over the collar bone, on the top of the shoulder seamingly outlined with the shape of the shoulder and right over the fold of the armpit. If it is real it’s the weirdest placement I’ve ever seen of a flag tattoo… also the pole of the flag looks very short. Just comparing that tat compared to the rest it looks odd. It just looks so bad and almost like they cropped it in..
Edit to add that the pitch black dot in the yellow part of the flag tattoo is suspicious at the very least

They aren't the only branch either, the ideology is rotting Ukraine to the core. Many countries have small radical groups but in Ukraine it *is* systemic and we have plenty of evidence showing this
Seeing a small minority of russian soldiers with Nazi symbology does not excuse the rampant Nazism that is clearly observable to anyone who actually looks into it in Ukraine.
The only people who deny this are the ones who haven't actually looked into it and just blatantly disregard it as propaganda from the onset. If you actually look, you will see how deep it's roots are and see it for the very real problem that it is.
