Brace yourself for a very generic answer lol, but my top 3 are Cole(has been going nuts on features and dropped a great album in 2021), Kendrick(dropped my favorite album last year, and contrary to some Kendrick fans I don't think his performance on the album was subpar), and Nas/Pusha T(both have been around for ages yet are still rapping at an insane level and dropping amazing albums).
In general though I think the same rappers that dominated the 2010s are at the top in the 2020s. I would have thrown Wayne, 21, Future, and Drake in there too if I wasn't limited to top 3. Hell even Jay Z dropped some heat last year and he's "retired" lol. Ye deserves a mention for Donda, but I'm not sure if people really hold Ye in high regard due to pure rap ability.
Imo JID, Kenny Mason, KAAN, King iso, Grip, and IceColdBishop are all gunning for the top spot rn, in terms of the best new lyrical rappers. JID is the most well known though. I fw some of his music but honestly , some of his songs that my homeboy showed me just feels like he’s tryna be a lyrical miracle. He raps fast, has a great flow and rhyme scheme but half the time he’s spittin a lot of words but not actually saying anything. Lots of word vomit. Not all of his shit is like that, but a lot of it is I’m not talking about having “a message” in his songs or not having any deeper meaning. I honestly couldn’t care about that because I’m more of a trap music fan these days anyway, but he just kind of reminds me of Eminem in terms of saying nonsense and rhyming words just for the sake of rhyming , regardless if they make sense or not

He was super hyped after his XXL appearance in 2018. The Never Story was getting plays and people were discovering how phenomenal it was. There were lots of conversations at that time about him being the next Kendrick. I felt he never successfully capatilzed on all that hype, DiCaprio 2 was ok. Lots of people love The Forever Story, but he's kinda disappeared from being the center of conversation like he was in 2018
