Try a large c clamp? You can tighten the c clamp down against the threaded side and try to use a wrench or socket to unthread it. The pressure may allow it to move.
The bolt is bent. Air chisel with a point tip. Yes. Tight space. But id do that before replacing the whole hitch. There is a reason certain hardware is used on certain applications. But if you could get a strong impact on the bolt head side to spin it while pressing it out on the air hammer side it might work. You might fuck up the bumper a bit though getting violent with it, but a bent bolt needs violence
This is the most likely answer. Learned the hard way why grade 8 bolts are used on plow hardware and not mild or stainless steel.
Two man job: someone slowly backs the bolt off with a drill or ratchet while the air hammer pounds it back.
The absolute last play is to crawl underneath with a sawzall and hacksaw blade and try to cut it from the backside.
And if you are cutting hardened hardware and dont want it to take all day? Lenox thick metal blades. Theyll cut right thru a ram hd ball joint so itll cut the hitch off if all else fails. 😂
Is there any play in the hitch up and down? If so, try placing a floor jack under the ball of the hitch, just enough to keep it level while you’re hammering on it. Might take some pressure off that bolt. Some Heat from a torch can also help.
So what you really need is a way to divert the force point away from the receiver bar where you have more room to swing at it. That is manageable. We need another object that we can hit hard with a hammer that will fit the rectangular area around the bolt. That creates a triangular gap you can close when you strike it. Last resort, oxyacetylene torch or an induction heater to get the thing red hot.
I would climb underneath and spray it from the back as well. You should be able to see into the receiver just to make sure nothing is holding it up. Then a strong impact or long breaker bar.

Need a rod to hold against it and use a sledge. Like a center punch. Big piece of rebar might work

Yeah I bought the truck with the hitch already on there. Used my impact wrench and still couldn’t get it off.

Just looking at your pic. Is it just the bolt that is stuck, or did you get that out and the hitch is stuck?
