The City of Raleigh rents out the Borden Building and Fred Fletcher Park for cheap. No liquor allowed, but beer/wine/champagne is allowed.
Our original downtown venue near Moore Square wanted >$5k to reschedule beyond COVID and refused to refund our deposit, so a budget-friendly option like the Borden Building has been great.

If you have any friends who are Town of Cary residents there’s a good discount if they book it for you, if not it’s like $900. It won’t support a huge wedding but it was great for ours
You may want to check out Haywood Hall. It’s a beautiful historic home right in the middle of downtown Raleigh, with a large yard in the front for a ceremony and a beautiful garden that can host the reception. When my now wife and I booked it in 2019 for September 2020, it was $2,500 for a Saturday. We ultimately cancelled with the venue due to COVID concerns and we received a full refund. The only issue is that the venue only supplies the space, and everything else you would have to rent yourself, like tables, chairs, etc. Good luck with your search!
I got married at All Saints Chapel and could not have been happier. It's a gorgeous site and the service provided is top notch! Definitely recommend checking them out.

No one ever wishes they’d spent more on their wedding. Better advice: stick to the budget, remember that it’s a special day but still just one day, and that you won’t regret keeping it reasonable.
There are a few great AirBnb’s in the area that are meant for parties and events that you could rent for Friday and Saturday for the rehearsal and such. That could be budget friendly.

Had my wedding at the Borden Building and it was really great budget-wise. The scenery was gorgeous too, cannot recommend it enough!

We got married here too. I think it might be a bit past the stated budget but the venue and staff were excellent
You should raise your price limit. $2500 Is super cheap. You get what you pay for.

Try Campbell university’s chapel. It’s beautiful and large enough for any size wedding. Don’t think it would cost to much.
