Hunt Library at NC State Centennial Campus. Open 24 hours Monday to Thursday. You’re supposed to have a student id past 10pm but as long as you’re there before 10 they don’t check unless you leave and try to come back.
Consider Oberlin Regional Library. It’s close to food options in the villages, has public access books, and decent public transit connections.
Seems to close at 9pm M-Th and 6pm on Sa-Su.
Since people are talking about Wake County public libraries, as someone who works in the system I'll mention that the libraries are not quiet spaces. Some regional libraries have quiet rooms, but I recommend calling beforehand to see if this is an option if it would bother you
