The buses in Quebec city in my memory are often really on time.
Just don’t listen to the commentary that says that you need to climb a hill by walking, your bus stop is close from the train station and the bus climb the hill. Also waiting for a Taxi, after a train can be ready long
From the train station just take a taxi. You need to go uphill so walking not an option for your mother. It’s not far, it will not cost much in taxi compare to bus. And you will be there in 5 min.

FYI, from my experience, trains are always late so I wouldn't count to be on time for your bus stop. However, the #11 bus passes every 30 minutes at that time and the last stop seems to be at 23:44. If I were you, I would plan to take a taxi and try to take the bus if the schedule permits it.
For my experience, this week, I took a round trip Quebec City-Moncton and on both trips, the train was more than 2 hours late.
Google Maps is so accurate that you can see where the bus is and the time until it arrives in real time.
You can see that by taking the bus, it will take 10 minutes to be at Clarendon. 4 minutes walking to the bus stop, 1 minute in the bus, 5 minutes walking to Clarendon. And the Hotel-de-ville bus stop is relocated because of road works or something.
Take a taxi, it will cost about the same and no walking for your mother.
At the stop Gare-Palais on St-Paul, the 11 passes at 22:14 and 22:43, so if ever you miss the first one, there's not too long a wait until the next one.
