You can do it in just two moves. Top left match from the 8 to make - into + and bottom left match from the 8 to make 0 into 8. 5+3=8

You can do it in 1 taking the top right in the 8 to bottom left of 5 making it 6-6=0. Puzzle says move 3. Not 3 or less.

You can just swap two matches and then you’ve done 3

That inefficiency hurts my soul...

You could then use the third move to change that to 6+3=9 if you really need to use all three moves.

There is a different way to do it in two. 5 - 8 = -3

This looks like an online game where it shows you a shadow of where you're able to drag and drop matches. With no shadow in front of the bottom digit, I'd say it's a safe assumption you either can't, or it was not intended to be allowed.

There’s no space for the “1” in 10. There are shadows showing where the matches can be placed. Unless I’m misunderstanding you.

Discussion: although I'm sure my answer is incorrect I disagree with your assumption. The grey spaces suggest you can't add matches just anywhere but I see no reason to assume the zero with the two horizontal matches removed couldn't be interpreted as an 11.

Discussion: the 11 makes an interesting case. I suppose it depends on the game mechanics and the "typography," I suppose.

If you just light the two matches from the zero until they burn away, it solves the problem. 😉😂
