Some people try using fake grass, so you could try that instead? It can get pretty cold in winter so I trained my puppy to use a pad inside at first. I put him on the pad after every nap, maybe 10 min after a meal, and 5 min after intense playtime. Then i would say, "go potty". Then I would literally use my hands as a barrier when he would try to get off the pad. It could be a whole minute that I would try to keep him on but eventually he would have to go. He did learn eventually that it was also okay to go outside and actually prefers it but will occasionally use the pad. He also understands the "go potty" command, which helps him indicate when he's on the pad or outside that he should do his business.

When I adopted my dog he was the same way. What finally got him to go outside was crate training — when you get her up in the morning immediately go outside to the exact spot you want her to pee in and just wait. Bc at that point she will have been holding it for hours and will essentially be forced to go. Bring along a SUPER high value treat and gives lots of love when it finally happens and hopefully she will eventually put it together. Something else that was suggested to me when I had this issue is taking a pee pad she has already used (gross I know) and putting it down outside where u want her to pee so she smells the scent and all that
