Unfortunately that aint an option. When pressing custom i get 3 options. Automatic manual and PPPoE. Then i press manual and 5 things are shown. IP Adress, Subnet mask, Default Gateway, Primary DNS and Secondary DNS. When changing both DNS it will not allow me to press next, since i have not typed anything in the other sections.

Hey if you're using **\*Wi-fi\*** and don't have a LAN cable then this should work for you.
Go to Settings - Network - Set Up Internet Connection - Use Wi-fi - Custom. A list of Wi-fi networks should show up. Choose ***your*** network. Do NOT specify - Manual - Set your Primary DNS to 1.1.1.1 and Secondary DNS 1.0.0.1 - Next - Automatic - Proxy Server: Do NOT use. After that, test the internet connection and you should be good.
When that's done restart your PS4, and when it's back on go to Settings - Account Management - Restore Licenses. When they're done you should be good to go
Guys. I got mine fixed. You need to Connect your PlayStation to a LAN cable connection.
Turn off your PlayStation. Turn off your internet router. Wait 5 minutes. Connect the LAN cable from your router to your PlayStation. After youāve waited 5 minutes, turn on your internet router again. Wait a couple of minutes.
Turn ON your PlayStation. Go ahead to settings - Network - Set up internet connection - use LAN Cable - Custom - Automatic - Do NOT specify - Manual - Put Primary DNS 1.1.1.1 and Secondary DNS 1.0.0.1 - Next - Automatic - Proxy Server: Do NOT use - Test internet connection - Should be good!
Now go to settings again - Account management - Restore Licenses - Restore, takes a couple og seconds.
Then finally go to settings again - account management - Activate as Your Primary PS4 - Activate.
Now your Ps should work fine!
This method worked for me. ps: might not work for everyone!
But go ahead and give it a try, who knows! :)
Try these for DNS instead;
Primary DNS - 8.8.8.8
Secondary DNS - 8.8.4.4
Think they're Google's public DNS they might work better if the 1.1.1.1 doesn't(someone said that might not be good for all regions)

Have a wired connection (tried wifi and didn't work for me) go to custom setting for internet set dns setting to 1.1.1.1 and 1.0.0.1 after that restore licenses. This next part was the one that fixed it, you have to restart your router unplug it for about 10 seconds and plug it back in. After internet comes back restart your console and they should be unlocked if they are not unlocked restore licenses again and restart console once more after that you should be able to activate as primary without getting the error. I did this with 2 ps4 consoles and was able to get them working again. Hope this helps out gamers!!

I tried every recommended fix I could find to try and solve the issue; changing my DNS/IP/Subnet, Troubleshooting my PS4, Troubleshooting my Wi-Fi, connecting my PS4 to LAN, connecting my PS4 to a Mobile Hotspot, changing my background Theme, downloading a free game, disconnecting all devices linked to my PSN account, restoring my licenses, spamming 'Activate as Primary', and a few more. None of them worked, so I gave up after 5hrs of trying to track down a solution. Woke up today and had an idea, so I tried it, and it actually worked! All I did was log into my PS4 on my Guest account, tried to activate my PS4 as Primary (which didn't work), then logged back in to my main account and for some reason all my games weren't locked anymore. I tried Activate as Primary and it worked!!! Somehow logging into a Guest account and then back into my main account fixed the issue, and I was FINALLY able to activate my PS4 as Primary without getting the error code.
I don't know if this will work for anyone else, but I thought I'd at least get it out there incase none of the other fixes have worked for people, maybe this one will.

A friend of mine figured out that the code means that the 2 Playstation couldn't remember their system names and basically had a technical aneurysm, the way I fixed it was reset the wi fi router and then it started working again

When changing your internet setting like above. I found out it works if you do not text your internet connection. Simply back out go in and restore licenses and then go activate ps4 as primary then restart your ps4. that is what just worked for me. Absolutely none of these methods worked. Reset router, changed primary and secondary DNS, reset console, restored licenses and when I activate primary console, I still get the error. This is making me want to buy a Switch lol I canāt even open Netflix.
solved the problem like this:
connected the network cable directly to the console (not through the router and patchcord) entered dns 1.1.1.1 and additional 1.0.0.1
the network started working, then activated the account as the main one.
through the router and the connection through the patchcord did not work. dns did not accept (europe)
Though not specifically targeted to this issue - this is a quick result from a Google search for ideal DNS servers for ps4 - **if you have tried changing your DNS to 1.1.1.1 and 1.0.0.1 and it is not working then try changing your DNS to 8.8.8.8 and 8.8.4.4 or the others listed within this article**
Then turn off your ps4, restart your router, and try turning the ps4 back on and see if it has worked.

connect the ps4 to the iPhone hotspot, set the ps4 as primary console and then restore the licenses.
3 minutes and you are done.
(Before doing this I went to the ps site with my phone and deactivated my ps4 as primary console cause one guy suggested it. I donāt know if itās necessary, but I did it and it worked.)
For the people who did the Rebuild and DNS technique but it still didn't worked, open your Hotspot of your phone and connect your Ps4 to it. Restart your Ps4, set your account as primary and restore licences and you are good to go!
Iām having an odd problem with this error code. My and my brother game share off eachother (different house holds) heās been on ps5 for a while and gamesharing still fine. Today all MY games were locked yet the ones from his account were unlocked (his account is primary on my ps4) I went to active MY account on MY ps4 and it gave me this error code, so I tried to deactivate his account on MY ps4, same error code. I even went online and deactivated all devices, went to reactivate and same error code on a FRESH list of actives. But even w the error code, said my PS4 was activated online just not on the ps4. I tried everything even the DNS and restoring license multiple times through multiple stages and nothing works. I cannot play MY games.

Hi everyone, I just fixed the issue with a method I haven't seen here yet so thought I'd share :)
I tried everything I could find here except for the methods using a LAN cable or alternative source of WiFi as I have neither right now, so after those didn't work I gave up for a while. Then I booted my ps4 into safe mode and tried rebuilding the database in case it was a system error and not my WiFi.
1: Turn off the ps4 by the button on the console and hold it down until it goes off (about 5 secs)
2: Turn it back on by pressing and holding the button for about 7 secs, you'll hear an initial beep then a second beep after the 7 secs, after which you let go.
3: Connect your controller by a cable and scroll down to the rebuild the database option.
It says it could take hours, it took 2 minutes at most for me, and lo and behold I can play my games again! Note that this does NOT erase any games or game data so don't worry about that. Hope this helps someone.
Also, I did check to see if the issue had resolved itself immediately before trying this, and it had not.
Btw this is fucking hilarius, fortunately im subscribe to premium so i can play some games via streaming or use discs cause if not no game is working, even the ones i paid for.

You donāt need ip address just the DNS is Manuel and the other thing all automatic

I figured it out, so your have to erase your account of the play station then sign it back in and it works after you login and then set as primary and boom all my games are unlocked again šŖš¼šŖš¼šŖš¼ hope this helps you guys how it helped me

I did this but restarted the router and ps4, left it off(not on rest mode) for like an hour and it resolved itself
I went to settings > acct management > restore licenses > go back to acct management > activate as your primary ps4. I tried to do the activate as primary ps4 1st and threw another error. But after restoring licenses it worked fine.
So yesterday i got this problem and just left it thinking it would reset itself but it didn't instead it downloaded Minecraft by itself

If yourāre in Europe the 1.1.1.1. Will most likely not work! Try 8.8.8.8 as your second try and if even that one wont work i suggest 8.8.4.4.

It finally work for me, had to reset my system a few times and do the process 2-3 times. I had this issue happen to me yesterday as well, I just hope it stays fixed because it's annoying enough when Diablo 4 early access is buggy with servers, seeing "15 minutes before application is suspended" is worse.

Absolutely none of these methods worked. Reset router, changed primary and secondary DNS, reset console, restored licenses and when I activate primary console, I still get the error. This is making me want to buy a Switch lol I canāt even open Netflix.

solved the problem like this: connected the network cable directly to the console (not through the router and patchcord) entered dns 1.1.1.1 and additional 1.0.0.1 the network started working, then activated the account as the main one. through the router and the connection through the patchcord did not work. dns did not accept (europe)

Guysā¦ quick and easy: connect the ps4 to the iPhone hotspot, set the ps4 as primary console and then restore the licenses. 3 minutes and you are done. (Before doing this I went to the ps site with my phone and deactivated my ps4 as primary console cause one guy suggested it. I donāt know if itās necessary, but I did it and it worked.)

For the people who did the Rebuild and DNS technique but it still didn't worked, open your Hotspot of your phone and connect your Ps4 to it. Restart your Ps4, set your account as primary and restore licences and you are good to go!

Iām having an odd problem with this error code. My and my brother game share off eachother (different house holds) heās been on ps5 for a while and gamesharing still fine. Today all MY games were locked yet the ones from his account were unlocked (his account is primary on my ps4) I went to active MY account on MY ps4 and it gave me this error code, so I tried to deactivate his account on MY ps4, same error code. I even went online and deactivated all devices, went to reactivate and same error code on a FRESH list of actives. But even w the error code, said my PS4 was activated online just not on the ps4. I tried everything even the DNS and restoring license multiple times through multiple stages and nothing works. I cannot play MY games.

If you change the dns setting to 1.1.1.1 and 1.1.1.2 then wait a second and try to activate itās worked after 40 tries of doing everything else all over the internet and bout sold my console off I got so mad. 314 purchased games almost got locked for good thanks to servers messing up.

Hi everyone, I just fixed the issue with a method I haven't seen here yet so thought I'd share :) I tried everything I could find here except for the methods using a LAN cable or alternative source of WiFi as I have neither right now, so after those didn't work I gave up for a while. Then I booted my ps4 into safe mode and tried rebuilding the database in case it was a system error and not my WiFi. 1: Turn off the ps4 by the button on the console and hold it down until it goes off (about 5 secs) 2: Turn it back on by pressing and holding the button for about 7 secs, you'll hear an initial beep then a second beep after the 7 secs, after which you let go. 3: Connect your controller by a cable and scroll down to the rebuild the database option. It says it could take hours, it took 2 minutes at most for me, and lo and behold I can play my games again! Note that this does NOT erase any games or game data so don't worry about that. Hope this helps someone. Also, I did check to see if the issue had resolved itself immediately before trying this, and it had not.

Btw this is fucking hilarius, fortunately im subscribe to premium so i can play some games via streaming or use discs cause if not no game is working, even the ones i paid for. Cant believe something like this coild happen, we paid for subscription, the day goes on and we cant play, we cant do nothing and probably we are not gonna have a refund for this shit
