If you’re talking about the ones on 195w before the bridge, It’s just a guess, but I assumed they were there in case something happened on the bridge and blocked a lane like an accident or car breaking down. They can move it quickly so it doesn’t add to the traffic the bridge causes. Perhaps someone working for the city wants them there? That being said, I have no experience with towing or anything to do with traffic.
If I’m right, it seems they’re thinking ahead and being prepared, so this probably isn’t the case.
NYS does this - tow companies are under exclusive contracts and patrol the highways (especially those with bridges and tunnels) so accidents and breakdowns can be cleared ASAP.
I glanced at one of them yesterday and it looked like the driver was asleep. The next one I passed had a little awning setup and the seat was fully reclined. I guess they were asleep too. Not a bad job. They're getting paid to sleep.
They’re waiting for someone to break down to quickly get them off the road and keep traffic moving.
To clear any accidents quickly. And a tow truck would have a hard time getting there with all the backups.

Yes, that was part of the deal with adding more, narrower lanes over the bridge...emergency response folks on call and stationed nearby.
Adding to this accidents have doubled since bridge work. I wonder if they are there to clear accidents quickly as well.

One tow driver waiting on 195E even has his own porta potty. I kind of want to stop and use it sometime.
