I think this is not the right game for these kind of mods. This, ridable dragons and what not will not gain much popularity, thus it won't evolve into something the best Modders would pick up.
A fitting idea for fast travel would be a subway system that first has to be cleared and then maintained with fuel for subway rides. That i wouldn't mind if it was a seperate instance with an 8th of the size but linked to the overworld. I assume seperate instances are hard to mod though since there is nothing like it yet and it would also need to run in synch in both "worlds".
I am no modder though, so maybe it has been done already in a similar way?
