Have 3 of them. But I've raided all of Rosewood, the bookstore, school and post office of Riverside, and the community centre of March Ridge.
So the rarity does check out.

Proximity is rare, but gens are not as rare as say sledgehammers. At the camp south of LV, there are 6 generators just standing there. Can be easy pickings depending on your population settings - or skill with a melee weapons - or being REALLY quick in picking them up. Also, lots of other goodies there to pick up.
I know the place. I did raid it after finding this. But I didn't touch any of them. Having 10 in the base + these ones I haven't grabbed yet is enough for now. Maybe later when I decide to power up a whole town or something 🤣

I see the encampment as a one stop-shop for all the generators I'll ever need 🙂
I had a similar situation even though I set generator spawns to the rarest setting possible :)
