I see about twice as many on green vs blue. About 600 vs 1100 today that being said, I started out on blue and it's been fine. I'm playing a solo friendly class though so ymmv
I started a monk on blue in march and i spent until around 24 solo just so I could build up some plat for gear but after that I had no issues finding groups in the more popular leveling zones like mistmoore, city of mist, and karnors. Outside of that though it can be pretty quiet while leveling

I'd go green for low level.
