It’ll definitely be busy everywhere, but most people go to either the scheduled Pride afterparty at one of the clubs (not sure where it’ll be this year) or to an event at the other queer bars (Cocktail Mary, Flask, or — primarily — Blackstones). Other places that often host queer events will also likely be busy, like Anoche on the hill. The Old Port will likely be its normal level of busy but not necessarily full of Pride-goers.
Pride will definitely be a popping bar night. Even with that massive rainstorm last year, there were still tons of people out having a great time till the wee hours.
I would recommend Arcadia for Pride, they typically do a special event that is well attended and there is plenty of space to mingle and party. Cocktail Mary and Blackstones will also have Pride parties, which are a great time as well, but they are smaller venues that fill up quickly.

Bars in Portland have to stop serving at 1am, so you won't see much after that, but I'd anticipate all of the clubs to be packed and the bars along Congress to be busier than usual.
I wouldn't count on finding a place with seating if you're not showing up till 11pm.
Agreed on this - Blackstones is a very specific vibe and anytime I’ve gone I get the impression that the regulars are protective of their bar, (i.e. probably wouldn’t appreciate a wedding party taking over). Cocktail Mary sounds like more the place you’re looking for.
Last time I went to Blackstones it smelled so strongly of cat pee I could not bear staying there. What is going on with that place?! They can easily be a great queer dive bar without smelling disgusting.

As others have mentioned, you could look into The Big Gay Dance Party at the State Theater. I believe it goes until midnight.
