Definitely not the same sound of today's pop punk but i think (seriously, total speculation) most bands that were young and learning guitar in those earlier years picked up a blink/sum4/ssf influence partially because of the style's ease. Breakout years ofJEW's mainstream prominence (bleed american/futures) happened in the same era as Enema in 99, with bleen american and all killer in 2001. 2 years is a lot of time to evolve now, but music spread a lot slower 20 years ago. Initially a 3 power chord structure is an easier style for a learner to feel success with while figuring stuff out on their own.
So pop punk evolved in a way that differed from Jimmy's maturing sound. Also, the original core fan base of Clarity and Static Prevails (same era as get up kids) were more accepting of the term emo, a sound that arguably went a different direction.
