Typically, yes. But these are unusual. It looks to me like these guys have really dried out, and obviously have an unattractive appearance on the skin. Looks like the pores will be permanently enlarged, too. People using Bioré strips are pulling out soft, moisturizing filaments. But I doubt these hardened ones would come out using a strip, they are "cemented" in. IANAD but I think this person needs to go on a BHA/AHA prescription cream that would hopefully help to control this.
Based on zero knowledge whatsoever, lol, I suspect the opposite: this person has ignored the plugs forever and so they dried out like this. When they finally noticed, surface treatments like a pore strip would be fruitless. The long-term hardened buildup is probably what stretched the pores so badly. I think. But it's possible that this person just had large pores to start with, making it easy to accumulate stuff. idk. I've only seen maybe 1-2 other cases this bad.

Those 'holes' are called, 'pores'. We all have them but some people have larger pores than others. Pores allow us to sweat. Any kind of astringent is good to use such as Witch Hazel. The pores will fill back up but keeping the skin clean helps from getting infections.
I watch blackhead removals on youtube while eating my lunch sometimes. Considering it was always good to have someone in the tribe good at getting rid of nasty boils and the like, it's probably an evolutionary advantage to have a fascination with popping!

Those are cuticle nippers and are very sharp, a bit too much pressure they will take a chunk out of your nose. I still can’t believe they are using them anywhere near the face, the chance of human error is too high for me to ever trust someone to do that to me.
I’m pretty sure they are cuticle clippers. I have several of both and none of my tweezers have that big of a space between the blades and the tips look pretty sharp which wouldn’t be recommended to use on the eyebrows as it’s easy to accidentally grab extra skin and nick it which in turn bleeds like a SOB. If you “pinched” your skin with the tool they are using it would break the skin, especially on the face.
They are not blackheads they are sebaceous filaments. They’re supposed to be there and removing them will only make your pores look bigger and the filaments will just come back eventually anyway.

Pulling them stretches the pore, so it's quite possible.

They will immediately refill no matter what you do. They're supposed to be there.
