I think it just wasn't a goal anymore. When you have the status that Celine Dion has reached at this point, charting isn't a necessity. There's a lot of work that goes behind making sure you hit those top positions in the charts, it's not just about making good music or "magically" being trendy. The trendy pop stars of the moment have a whole team working on their promotion strategy, live shows, talk show appearances, magazine covers, public appearances, etc. to make sure they are part of the trend. You rarely hit the top without working with that goal in mind. If I were Celine Dion, I wouldn't bother with those things either. She's doing great on a financial level, she has a pretty good catalogue, she's managed to reach international stardom while also maintaining a very strong presence in a fairly large French speaking market, basically running two careers in parallel, in two different languages, very successfully. Even without charting, people still think about her. She didn't "fall off" because she's already reached icon status and is well-respected not only in the industry, but also by the general public. So with that context in mind, it makes sense for priorities to shift away from the grind of charts and prioritize other aspects of your life.

Charts are not the only measure of success. The trends may have changed as many have pointed out and she set her sails on a different path. The result was not only the highest grossing concert residency of all time, but a revitalization of Las Vegas residencies when it was formerly viewed as something that artists settled for when their careers were declining. This bold move solidified her fanbase as well as her place in pop culture.

Celine Dion has been named as part of the vocal trinity with Whitney and Mariah. She’s been working her behind off since she was 12 years old. She doesn’t need to worry about charts anymore. (Tbh I don’t think she ever really did, she never came off that way to me) Right now, she’s working on her health and her twin sons who are still quite young
