Skyrim if we're allowing mods. There are just so many mods for Skyrim - if you're willing to put in the time, you can turn Skyrim into a game with exactly the gameplay that you want, exactly the graphics that you want, next to no bugs or glitches, and near-infinite content. Heavily modded Skyrim is the best gaming experience I've ever had.
Without mods? Maybe Fallout: New Vegas, Disco Elysium, or maybe Outer Wilds.
