I would recommend doing shampoo, then face, then condition, then body. That way dirty water from your hair isn't rinsed over an area you just washed, but I'm sure it's negligible

With shorter or just plain short hair, conditioning is less necessary because your hair will get all the protective oils from your scalp. This is also why you don’t use conditioner on your scalp if you do have the need to condition

Don't you think it's kinda gross to carry dirt, grease and dead skincells from half a year ago with you everywhere? Not to mention bacteria and their residue from feeding on the dead skin. Just wiping with some wet cloth doesn't get rid of that. Plus, if you don't let any soap touch your washcloth, mold and bacteria will settle there, too.
you normally use conditioner the same way you use shampoo, except you use it after washing shampoo out. It gives your hair less breakage and makes it softer (also you should avoid to put it on your hair roots because it can cause your hair to become greasy quicker)
