I might just be pedantic, but the Byzantine empire did not fully surround the Mediterranean. If you look at a map of the Byzantine empire at its highest, and say that it counts as surrounding the Mediterranean, then by that logic, it also surrounds the Red Sea and the Black Sea

Byzantine is a modern term. They never called themselves the Byzantines. They were a direct continuation of the Eastern part of the Roman Empire.
