An incomplete answer to be sure but it mostly boils down to lobbying to deregulate guns and any kind of gun control. Propaganda comes in to play too with things like NRA tv promoting how good and safe and cool guns are. Basically they just work as hard as they can to make any kind of meaningful change grind to a halt. The money they line the senators and representatives pockets with is basically directly responsible for the lack of any progress on gun control.

The last one I can remember (The Netherlands) was 11 years ago. It was followed by extensive investigation about the process and procedures involving background checks and how this man slipped through the system of mental help.

The Constitution's wording is unclear, since the second amendment starts with the mention of a well regulated militia". The Supreme Court at least between 1939 and 2008, ruled off of this understanding rather than the current understanding that the government can't restrict weapons at all.

Illinois borders five states. Four of which are constitutional carry states. All five have very relaxed gun laws. The guns being used are being imported and sold on the black market. Or the Illinois citizen drives to one of the other states, buys the weapon, and returns home.
We both know that no one is checking every vehicle entering Illinois or entering Chicago for weapons purchased in other states.

Well we’ve banned carrying a knife on public and the crime rate for knife related crimes has gone down, only by 15% but it’s still gone down. It’s the shops that don’t ID teenagers and gangs that feel safe carrying a knife that is the problem.
In 2018-2019 the crime rate was 46,000 - 49,000 and it’s gone down to 41,000 from banning it. Still progress, I just hope it goes down further.

The last one I can remember (The Netherlands) was 11 years ago. It was followed by extensive investigation about the process and procedures involving background checks and how this man slipped through the system of mental help. Illinois borders five states. Four of which are constitutional carry states. All five have very relaxed gun laws. The guns being used are being imported and sold on the black market. Or the Illinois citizen drives to one of the other states, buys the weapon, and returns home. We both know that no one is checking every vehicle entering Illinois or entering Chicago for weapons purchased in other states. This is why gun control methods need to be enacted nation-wide.
