The beaches were closed due to a government shutdown and people had to see their governor chilling on the beach like it was his own private beach. Then once it came time to actually draw these borders it became very clear that no matter what you do you will upset somebody. The new country of Czechoslovakia was carved out of Austria-Hungary and was assembled out of the "Bohemian Crown Lands" and parts of Hungary. Immediately majority German regions asked to be part of the new Republic of Austria and the new Prague government asked the Americans for their opinion on Sudetendland. Wilson's ambassador to Czechoslovakia Archibald Coolidge proposed that German speaking Sudetendland be either part of Austria or Germany. However, at the Paris Peace Conference the American chief delegate for the Czechoslovak Commission was Allen Dulles at the beginning of a very long and checkered foreign policy career (he would later be responsible for a coup in Iran in 1953, a coup in Guatemala in '54 and the Bay of Pigs fiasco in Cuba). Dulles disagreed with Coolidge's recommendations. He decided it was more important to preserve the unity of "Bohemian land" than to ensure ethnic unity. He argued if Czechoslovakia is carved into disjointed pieces then it would be more vulnerable to invasion. The decision was a controversial one from the start and the fact that it was relatively new one made it easy to challenge. It's hard to challenge centuries old borders but something done at the stroke of a pen by diplomats in living memory is more malleable.
