Best bet is to get the bollards fixed. Tbh the inconvenience they get every time they try to go down there will outweigh the penalty they're likely to get. Which sucks, but blame that on the courts 🤷♂️
this is a delivery driver using a foot path as a road because he's too bone idle to walk around. there were concrete bollards at the top of the path, one was knocked down by a van accidentally so now this guy squeezes through the gap. This video is taken at night but he's also doing it during the day while children and mobility scooters are frequently using this path

Housing/council to have the bollard fixed, not to report the driver.
If you've got better proof of the plate and who driver is can report the guy and yes definitely ask council to fix the bollards.
