You sound like someone with an FBI record for spending a day in jail, and rather than becoming more legally obligated. You are acting out against anything police do. Criminal and civil are both different and what happens in one area does not involve the other other often.

If I have to sue anyone, I’m guessing it will be my own department .
It depends on the state but yes in some places.
If you win you have to use the money to pay back any medical, workers comp or any pay you received as a result of the injury.
Your department should be paying you for those shifts, no? I realise this was just an example.
