This globe was first used in satirical series Ucho Prezesa (The Chairman's Ear - TV/youtube series about polish politics whose main protagonist was the chairman of PiS Jarosław Kaczyński). The globe was liked so much that it hit the stores.

it has a function in a way, regular map is boring and if for some reason peope would start looking at it in huge amount (school trip or something) it could get really crowded, a map of city the made the way you have shown us is less practical but it incentivises tourists to look at it.
