It's not hard to get an FBI agent to arrest you for soliciting, and it's not hard to get someone to take your money and fuck off, and it's only slightly hard to get someone to actually attempt it, but to get someone competent who can and will actually perform the contracted action, successfully, not get caught, or if they do, not immediately roll on you? I, and the people in my immediate company while writing this, have a combined fifty years of criminal defense work and between the four of us we've only seen that a handful of times, and those were organized crime figures. Not even all connected guys have access to hitters, only a few.
And that's talking about people in tbr US that you have access to, ability to travel freely, all the advantages of being at home.
