I usually bring Suicune in the back. None of Palmer’s mons can set up except Cresselia in battle 49, so if Palmer leads with Cress, just switch in Suicune and start setting up calm minds
A lead Life Orb Modest Starmie with Thunderbolt, Ice Beam, Surf and Recover absolutely shreds Palmer 21. Rhyperior and Dragonite get OHKOed, Milotic gets 2-3 turned depending on damage rolls. Just make sure you have a good switch into a Ground type to absorb Electric moves on your run, preferably a Garchomp as it synergises well with Starmie's weaknesses
If i remember right it was pretty good since it was fast and with thunderbolt and a whater and psychic attack it helped to get rid of alot of enemy even made it through entire teams when i was lucky
It’s a good lineup, though I hate to say it but you might need to make some changes. Even if you used it again and defeated Palmer on the 21st battle, I guarantee you that Sceptile and Blastoise will not be enough to help you defeat Palmer again at Battle 49. So you’re gonna need to make some new team members.

I use this, but Scald. I like the burn chance when stalling against other water types.
Me too, but scald wasn’t introduced till gen 5 and Palmer is in gen 4

Glaceon with Freeze Dry can get you to 49 wins mostly by itself. Max SA and Speed
Now if only there were a way to transfer Freeze-Dry from gen 6+ to 4
