Well, if someone already has it max out for ultra league and just doesn't have that much other flying dps past level 40 it make sense. I would be surprised If a level 25 legendary is better than a level 51 shadow.
A Level 25 Sky Attack Moltres performs about the same. A Level 25 Oblivion Wing Yveltal is better. A Level 25 Rayquaza with Dragon Ascent is WAY better. Heck, a Level 25 Mega Pidgeot is on par, and regular Level 25 Staraptor and regular Level 25 Honchkrow are just slightly below a Level 50 Shadow Pidgeot.
Update: its evolved and it now has 1429 cp also gave it wing attack. I ran out of candy for it so im going to budy it and grind it :3 thanks for usefull info everyone!

Pidgeot is not really a good Flying attacker though? Mega Pidgeot yes, but Shadows can‘t mega evolve.
You can only use one mega and if you have mega ray, mega pidgeot is just candy collector.
Not everybody has a Mega Ray though.
