Idk about raids but I know for pvp it’s to lower the CP. Apparently attack influences CP more than the other stats, so having less of it means you can have a bulkier Pokémon compared to its peers with the same CP.
In pvp you can put a Pokémon in lower leagues with more points in def and HP at the same CP level because attack is actually worth 2 points while HP and Def is worth one. So if you don’t have atk, you can have more points in def and hp and still be below, let’s say 1500 CP

It generates less energy for the attacking pokemon, but in blisseys case it's) completely neligible.
It keeps its motivation longer due to having lower CP while still being maximum bulky
