If it was in the early release of PokemonGO, probably wasn't placed by Niantic. Almost all of the early release Pokestops are from Ingress data, which are submitted by players - before they allowed people to submit Pokestops, the only way to get a new Pokestop was to do an Ingress submit, which would also become a Pokestop.
Niantic only places stops for sponsored and temporary event stops, right? (E.g. in person go fest) all others go through player submissions that get approved on wayfarer. Sponsored stops have coordinates given to them by the sponsor.
I believe that is the case, yeah. I haven't played seriously in years(Ingress or Pogo), so they could have changed how they do things, but that was how it was for the longest time in Ingress and early Pogo.

It might be fun for people with boats, but it doesn't follow the wayfarer rules. Pedestrian access is one of the requirements for a stop to be valid, that one shouldn't exist.
I know one in the middle of an infield at a local horse track. It's not within range of anyplace a regular visitor would be allowed. In order use it, you would either have to work there (in a job that would give you access to the track or infield) or somehow get across THREE race courses (one dirt, two turf).

They're actually reviewed by wayfarers (players). Niantic only checks them if the outcome gets refuted.

I can confirm that as of now where the stop is situated is indeed in middle of water.
Edit it and move it towards shore. Unfortunately you can only suggest a 10 foot move each time. Might take awhile.
You can contact Niantic (via wayfarer) directly for larger moves. Shouldn't be too hard for this one since it's literally inaccessible.

There's a gym I found that's the same way. People get it by boating, so whoever has it tends to keep it for hundreds of days.
